Public Procurement Officer

You advise internal customers throughout the procurement process. You are the central point of contact in the preparation and substantiation of procurement decisions. You expand our internal expertise on the Public Procurement Act.

Function

As Public Procurement Officer, you ensure a smooth procurement policy in line with the Public Procurement Act (WOO). You draw up procurement guidelines and are the point of contact for researchers for all their procurement-related questions. You actively follow up procurement files. You guarantee both compliance with the guidelines and an efficient and optimal management of purchases.

Responsibilities

  • You handle every procurement file from A to Z. You analyse the needs, help research the market and provide support in case of questions;
  • You draw up specifications, as well as award files and internal decision documents;
  • You watch over the administrative, legal and financial process of your procurement files and ensure a good, transparent and smooth flow of information to your internal customers;
  • You contribute to the optimisation of internal processes and propose items for improvement;
  • In some files, you take on a more active role in organising price inquiries and in analysing and comparing price offers;
  • You love taking the initiative in negotiations in view of achieving a procurement at the most favourable price, quality, delivery and service conditions, in accordance with the applicable legal framework;
  • You communicate professionally, always giving proactive feedback to your internal customers;
  • You are also the contact person for subsidising authorities during audits of our purchases;
  • You actively monitor the latest developments in your field. You are constantly expanding your own knowledge of public procurement law.

You will work from one of our sites (Kortrijk, Lommel or Leuven) and are willing to visit our other sites on a regular basis for consultation moments.

Profile

  • You have a bachelor's degree in law practice, procurement or a related field;
  • Some experience with the management of procurement files or in a public procurement environment is an asset but not mandatory;
  • You are able and willing to familiarise yourself with the WOO legislation;
  • You have a strong interest in contract management;
  • You have strong analytical skills;
  • You combine a customer-friendly attitude with professional assertiveness;
  • You work in a structured and precise manner, with endless respect for procedures;
  • You have the ability to maintain professional composure and accuracy even in unexpected situations;
  • You show potential in the area of negotiation skills;
  • You like working independently and setting your own priorities;
  • You have a very good knowledge of Dutch and English.
